If Saddam has smallpox then it would presumably be intended as a deterrent, just like our nuclear arsenal. We will set the timetable for engaging Saddam head on, based on our evolving civil defense capabilities. In reality, smallpox is not the threat -- Saddam probably does not have smallpox, nor would it be a very effective weapon, even if he had it. The real threat is the one Saddam communicated to us after he destroyed the WTC -- anthrax. We are moving to develop defenses against his anthrax and, optimistically, we might be able to offer a significant amount of protection to the population as early as 2004. You should therefore expect the song-and-dance stall over weapons inspections to drag on through 2003.

I suspect the 2004 general population date and the voluntary nature is going to make the general population much more interested in getting this as soon as possible, so in a few months if they allow the general population to be vaccinated earlier than planned, they will have a higher compliance rate than a mandated vaccination plan.
