A bit of semantics could be at work here. It depends on whether white vote is defined as anyone who is white, or it is defined as anyone who is non-black. The point being, that LA has black voters, white voters, and also other voters (Hispanics, Asians, Jews, etc.). I have no idea how big the non-white or black vote is - I suspect it isn't very big, and I also don't know how it would tend to vote in LA. But this could explain any difference.
