The answer is that the US had a 'friend' sell Iraq some 'stuff' that better appear on the declaration, since our friend has a copy of the receipt and shipping manifest.
Doesn't take as long to scan 12K pages (even in Sanskrit!) for items missing on their declaration than it does to assimilate the list of what they do have.

Perhaps this editing has several advantages:
France- delay, delay, delay ...
- when finally it is released, and the United States notes that Weapons of Mass Destruction facilities x, y and z are missing, Iraq can say "But we had them in the report ... must have been edited out ... they are harmless dual purpose facilities ... the U.N. Weapons Inspectors are welcome to come see for themselves ..." All this causes further delay, confusion and puts Iraq in the easier position of responding to a known list of accusations, instead of having to guess what we know and report it.
- This continues to keep the U.N. in the catbird seat, not the U.S. The U.N. will not hand the reigns over to us; they will do their best to provide us with no opportunity to take the reigns; we can only rip them from their hands and ride out the storm of protests from the globalists, pacifists, liberals, islamists, ...
This a beauracratic power struggle. One can only win by changing the rules, the playing field and the weapons.

Why does it take 10,000 pages to say "we don't HAVE any WMD?" And why the delay...does it have to be edited and all agressive language taken out? 1.) Delay, delay, delay.
2.)It has to be translated from Arabic, then the bad stuff taken out by the UN before presenting it to the US and other members.
By that time the temperature in Bahgdad may begin to approach that of the surface of the sun.

UNMOVIC has to turn this over to the Security Council; tampering with an official document would be bureaucratic suicide. I would think the delay in Baghdad is to give the Blixters time to come up with excuses for not finding the minor stuff Saddam admits to having in the report.

Also, the delay would allow Kofi and Hans to prepare a preemptive strike public statement claiming Saddam is in compliance, because they know a declaration of breach is coming from the White House.

I'm one of those ping deficient people on purpose. So I ping a few kings and queens of pings to get the word out when something like this happens.
The people who called and emailed me are neighbors and were on their annual trip to London in September. In 2001, they were there when 9/11 happened. They couldn't get home for all most two weeks. They were treated great by the Brits, but it was a very scaring event for them.
This time when they read what Tony Blair said in the Evening papers, I got a call late at night and an email linking me to the site with the article. In minutes, I had it up on Free Republic.
People do this all the time on Free Republic. Often we get the real news before ABCNNBCBS or Fox News even has a teaser.
It is truly an amazing world we live in.
Currently I have no sources in London. After the first of the year we will have several friends over there. I have asked them to email or phone me if something breaks over there re our war on terrorism.
