In his speech, Clinton is setting up the crowd to become open to accepting a New Leader, not one who is charismatic like Clinton, who they followed willingly.

Bill Clinton is being called out to empower the New Leader with allegiance based on fervor alone!

Bill Clinton is in effect, transferring allegiance to someone new! The troops MUST pledge complete allegiance to the new appointed Leader, without question, in complete devotion for the "cause."
