That way, his plate as leader of the United States is clear and safer from his enemies. Bush remains squeekie clean to the quiet Muslim world, but Americans are still getting the message loud and clear.

Even the newspapers are "helping" by "investigating" such things as Saudi "charities" and pay-offs.
(The investigating newspapers may think they are (indirectly) criticizing the Bush Administration, but they are really just laying the groundwork for a clearer view of what has been going on in the Middle East and in the U.S terrorist cells.).
Bush already has plenty to do and doesn't need to do all the work himself. He can keep his eye on the ball and let others do the legwork.
