I agree. I believe that Flight 800 was practice for shooting down Air Force 1. This is why the President didn't immediately return to DC on 9/11.

If you remember there was a credible threat to AF1 on 9/11, but we never heard what it was, and were later told it was a mistake.

I remember being very concerned that AF1 would fly home to its hanger and be a sitting duck because they would expect the President to hurry back to Washington. If you know the departure time and location and runway, then this kind of act can target a specific plane.

As far as TWA 800, I recall that an El Al plane was delayed on the tarmack and flight 800 took off in its slot. But the missile would need to be fired from a higher altitude or be a better missile fired from a ship. Both of which have not been disproven.
