Seeing as how a few of our fellow countrymen slaughtered a few thousand American citizens in a cowardly fashion, you are all going to have to straighten out your acts.

That means that if you are officially here to study, you'll now actually have to do so. I realize this will be a hardship. Even more shockingly, you'll need to obey the laws! It's actually quite easy to figure out what you'll have to do. Just imagine if you were an American student in Riyadh. Whatever he couldn't do there, you can't do here.

O.K. That's not quite true. You can still go dancing, date the local girls, have a drink (if you're over 21), etc. But just imagine what would happen to the American kid in Mecca if he piled up a few parking tickets, or got drunk and told a local cop to stuff it.
