This is almost certainly the case. What is NOT in the news reports is also what's missing after we see shots of Saddam firing his guns into the air :

Where Does This Stuff Come DOWN??

Every bullet fired into the air comes down somewhere and hits some THING. These missiles may have missed the aircraft but they HAD to have hit SOMETHING - SOME heat source, maybe, or just whatever was beneath them when their fuel was expended. Where's the report on THAT?

They self destruct at the end of their range/envelope about 15 seconds after firing . Just as a PG-7 series will at 913 meters give or take an inch.
