Washington, D.C., U.S., November 27, 2002 (EFE) - The U.S. government will allow the free circulation of Mexican trucks in its territory starting in January under a directive signed Wednesday by Transportation Secretary Norman Mineta.
"President (George W.) Bush has made good on his commitment to open the border to international trucking and cross-border regular route bus service. This will help increase trade between our countries," said a statement issued by Mineta.
The Transportation Department will review applications filed by 130 Mexican passenger and cargo transportation companies seeking to operate in the United States.
The companies will undergo security inspections and will be required to get insurance and make maintenance arrangements with U.S. firms. Their drivers will also be subjected to periodic drug and alocohol testing.
This provision will lift the last restrictions imposed on Mexican trucking and represents compliance with the terms of the North American Free Trade Agreement (NAFTA) signed by Canada, the United States and Mexico in 1994.
Under pressure from U.S. trucking unions, President Bill Clinton's 1992-2000 administration kept out Mexican trucks, citing safety concerns.
Currently, Mexican trucks are allowed on U.S. roads only within a narrow strip 35 kilometers (21 miles) of the border.
According to official data, 4.3 million entries and departures were recorded last year along the common border. EFE

I suspect more behind the scenes. Suddenly the Russians, French, and Germans all seem to be more amenable. My guess is that George and Vincente made some oil supply agreements.

Will these drivers have American insurance? Hope so, we'll never be able to collect from a Mexican company. Will these drivers be required to read our road signs? The signs are in English. Oh no, they'll want bilingual signs. Will these drivers have to take driving tests issued by America to be sure they understand the rules of our roads? NAAAHHH. Anything for Vicente. In addition to the regular cargo, also look forward to loads of drugs and illegal aliens. Just what we need.

They have to have US approved insurance. They have to keep a log book. They have to enter thru an inspection station(there are 12 in Texas). They have to undergo drug and alcohol testing. Everything was written into the DOT appropriations bill earlier this year by Patty Murry(D-WA).

Has Bush lost his freakin' mind?! I live in Southern California and these guys driving these trucks are a menace. There have been many accidents here involving these guys.

You guys are in for a real treat. I live near a port and the agressive driving of truck drivers is unbelievable ( Mexican and American). Not all (but most) act like they own the highway. CD

The arbitration panel ruled on this long ago. The US is in violation of NAFTA. The refusal to let these trucks in would be a "Takings". The damages have already been set at $2 billion per year and since this is already 2 years old it is $4 billion coming up on $6 billion.
Yes, the US can set standards and they have. It was taken care of in the DOT appropriations bill earlier this year. The inspection stations are all built and staffed.

I do hope that all trucks, regardless of country, are inspected for safety and illegals.
My law: If a Mexican truck is the cause of an accident/smuggles drugs/smuggles illegals, driver goes to jail for vehicular manslaughter/criminal negligence, company pays all expenses involved + $50,000 minimum fine(collected by tarrif/seizure of goods from company), Mexico pays for jailed driver and any others we wish to detain. Same for any countries trucks.
