Kissinger was a counter-intelligence operative for the US military from 1943 to 1946, and remained in US military intelligence gathering until 1949. He didn't become a citizen until 1943. Maybe that's where the confusion stems from.

He worked with Breshnev to come to an "understanding" where as the United States would continue to support a position of "detente" while the Russians agreed to help support propaganda to help Nixon remain in office. Basically, Kissinger was willing to sellout the American people in return for a better shot at winning re-election. You could say he fell in-line with Nixon, Kennedy and Carter in terms of being leftist paper tigers on Communism. The KGB knew it and made frequent comments regarding his persona in their briefings.
