My father in Alabama routinely rents out his pasture to neighboring dairy farmers for graze. In Alabama, the bulk of available land is in private hands.
In Arizona, 17% of the available land is in private hands, the rest must be leased from the Federal Government. There is no market for land.

Your point? Why shouldn't the Feds get market rate for grazing rights? In the water sensitive area of the Southweat, was it really good policy to encourage people to overpopulate the area by subsidizing food and water by the use of public projects, subsidized water and subsidized grazing?

Oops, slight misstatement.
83% of the land in Arizona is owned by local, state, and federal governments. So you may be able to lease from the State as well.

Art. 1 Sec. 8 Clause 17....
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, byCession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;
