Some of these articles are really intersting. Especially knowing what we now know about 911. After 6 years in development since this article was written, just imagine what is in the US inventory of useful technologies...

"They could selectively wipe out crops and livestock, and they could do it with plausible deniability. Look at the response in Britain to hoof and mouth. It was more a national security type of response.
