I thought the matter might end there, but Ritter was still in turmoil. ''My heart's telling me to kill Saddam, or, I don't know, maybe my gut tells me that,'' he said. While serving as the Provost Marshal Operations officer in Korea, I went and, "signed for," a captain from another unit who was being charged by the KNP for an off-post traffic accident. As I drove him back to Yongsan, I was explaining how his case would proceed under the SOFA (Status Of Forces Agreement) provisions. He seemed incredulous, and I told him he really ought to read the SOFA because, "while you're in-country, it's kind of like the Constitution. It outlines your rights while you're here."
He looked at me and asked, "Seriously though, have you ever read the whole Constitution?"
"Of course," I said, "I never would have taken an oath to defend it with my life if I hadn't."
He looked at me like some kind of nut. I think Ritter was such an officer.

Seems he cracked up during the inspections. An ego inflated with importance who couldn't handle the stresses and responsibilities.
And I remember recently he bleated the line that the Iraqis give - that there are spies among the inspectors. Putting aside the fragile distinciton between "spies" and "inspectors", here he characterizes himself not much unlike a "spy."
