It would seem to be their last ditch effort at a filibuster, yes.

So...are we in the same place, basically, as before the lunch break? Or has something else been going on since?

The RATS are nothing but game players. Even after the elections, they think their ticket to success is to obstruct the security of the country and the President of the United States. May they pay in 2004.
To: KQQL
He voted against the Thompson substitute amdt. which is the text of the bill now since it was approved. Hopefully they'll get to the final passage vote later on. I think they are trying to get a quorum in place now so maybe it's on with the show after a while.

Johnson is Daschle's little sock puppet. The only hope of knocking some sense into him is to beat Daschle in '04.

Lott knows it WILL pass based on the prior votes so he felt safe saying that to the President. The RATS are just putting it off as long as possible in order to annoy the Republicans and the President. They are slime. They also don't want to move on to Terrorism Insurance and the Shedd nomination. This is stalling and it is reprehensible.

I think Lott went out to buy more hair spray.

When hillary announced that 2 hour lunch break, I think it was to set this all up. I hope this is pissing off the President bigtime as he arrives in Europe. He just landed minutes ago and I am sure he knows exactly what is going on.
To: Wait4Truth
Yup, and probably was responsible for the explosives on the railroad tracks in Prague too.
