I don't think it is that. We already know they will attack if and when they get the opportunity. We've seen that. We are already more vilgilant than we ever were prior to 9/11. I think these warnings are pretty pointless though unless there is reason to believe there is a specific place and time when an attack might occur. But even if we had warnings like that, what are the chances that what we were getting was the truth and not a diversion. What we have is a situation in which some kind of an attack could happen at any time and any place, but there comes a point when you realize that it does no good nor makes you any safer to fret about it all the time so you engage a kind of internal numbness mechanism because you know there is nothing that you can do anyway.

Maybe that's overly simplistic but that is how I see it.
