Call me silly, but my reading of that would indeed support the claim of a material breach of 1441 if Iraq, after accepting the resolution, would then fire upon allied aircraft. But the Eurof*gs will, to use the words of Lady Thatcher, "go wobbly," no doubt. Dubya needs to establish the precedent of what "zero tolerance" means, right now.
