It was taken somewhere in West Virginia. He was there to thank the people of W Va for voting for him, and is reviewing the W Va National Guard. It was taken sometime in February 2001.

Ooooh! BG, this is awesome, and I'm too old to be easily awed. I love that our President loves and respects our men and women in uniform, and that they love and respect him!
