This is nothing nefarious, but rather one of the good features of Arizona's election process. A ballot is cast "to be verified" under any one of a number of circumstances:
1. If a voter cannot be found in the roles at the polling place he can cast a "Ballot to be Verified"
2. If a voter requested an early or absentee ballot but comes to the polling place to vote he may cast a live "Ballot to be Verified"
3. Each and every early ballot and absentee ballot cast, whether mailed in or handed in, is considered a "Ballot to be Verified"
The verification is a matter of insuring that the voter is registered, has not cast another ballot, and that the signature on the envelope containing the ballot matches that on file at the County Recorder's office. The ballot itself must be the lawful form, but there is no content check in the process.
