What exactly does "congraduate" mean? Is that good?

(MOBILE, Ala.) November 5 - Bob Riley is Alabama's new governor. He wins the election by 3,085 votes.

The announcement of Riley's victory was made at 11:00 a.m. Wednesday morning.

On Tuesday night, Don Siegelman was declared the winner of the race.

I threw that in to give the unhappy something to harp about.

I also got democratic govenor Don Siegelman's name wrong. I don't post too often and rushed to get this in breaking news.
