What makes them so sure the cognac was planted ? The place was in chaos, I doubt anyone was that observant in the midst of the crisis. Isn't this same "rebel leader" terrorist reputed to be more of a mercenary rather than a true believer ?

Take note the bottle of booze appears to be full, and it is upright, very suspectly so. However, if the liquor and needles were planted that's ok with me.
