There are at least three possibilites:
1. He sold passports, stole credit cards, shot people to get a payoff, and did all those other things because he's just a crook. He might have had other motivations, but him being a crook is the predominate motivation.
2. He was being paid by AQ all along, but he only did #1 because it was fun for him.
3. He was actually working for AQ (or the CIA or the FBI), and #1 was just a cover.

My money's on #1. He might have been an AQ sympathizer, but that doesn't mean he was paid by them (or anyone else).
