The duck appears to be caught but flies off, dragging the rabbit along with him. The rabbit then tumbles into a tree stump, where he is stranded So, though it seems like we have the sniper, we've just set something else in motion that has yet to be discovered...?

That's what I'm afraid...I'm sure they thought of that before they put it out and I think it was "after" they got these guys...and wanted to cause some movement.
I'm almost sure now that the phone booth scenario was a farce directed at the perps to make them change their plan and show themselves just a little more.
