May be jurisdictional. Capture was in MD. Other charges will come from VA.

Often in cases of multiple murder, charges will initially be brought for only some of the cases. A conviction and death sentence means you're dead, and being convicted of more murders doesn't make you any more dead. But if there's some goof-up at the trial and the conviction doesn't happen, it's cleaner to start again with the additional charges than to re-try the first ones.
