I think John Williams got his "training" at a civialian installation in Alabama. He was in the military, but likely only received basic firearms training. He was almost certainly NOT an military sniper. It was reported that he was Dishonorably Discharged from the Army.

You are correct. He was not a sniper. He was some kind of support personnel, but I've forgotten the exact term. Somebody posted it on another thread.

I'm wondering if these two are so stupid that the cell leader is setting them up to get rid of them.

The Seattle Times is reporting this morning Williams/Muhammed (sp) definitely didn't have sniper training while in the military.
