what in the world? tea bags?

who knows....hence the tin foil hat alert.....

however.....living in this area (between DC & Balt) not far off of I-95....who knows? it's probably drugs or gangsta statements (which is sad enough....we're a cute little neighborhood if I do say so myself!)...but then I was just thinking "outside the tea cup" and wondering 'what if?'

I read recent that when you see old sneakers thrown over a wire that that is a possible location to buy drugs. I had never heard that before so maybe the tea bag is a similar tactic.
