I don't think that has anything to do with any thing. A bird in a noose is under control. In many counties Cormorants are used for fishing with a noose on their neck. Some where they catch ducks with a noose so they can eat them.

Is there any folklore from Jamaica or the ME that talks about a duck in a noose? The tale that was told was American Indian, no? How about a tale the Me's would know?
