I don't know how to interpret that. I'd imagine that since the last note we know of was recovered yesterday, the shooter didn't know that the stump in Tacoma was "in play", so tentatively we can discount that.
However, there is the possiblity that that phrase led LEOs to the stump.
How it's interpreted really depends on who is the rabbit and who is the duck. If the shooter is the duck, it could mean that he's trapped and needs to be extracted, which could get REALLY ugly.
OTOH, if the shooter is the rabbit, he could be signalling that he's going to ground...

I think Moose mentioned that the shooter had been calling other departments trying to reach them. Perhaps all the activity in WA is what prompted the 'duck in a noose' statement?
