Maybe that is why Maryland is heading this investigation. The U.S. has a policy of not negotiating with terrorist. However, Maryland has no such policy in place.

And what happens if another person is shot after the transfer is made?

What does the shooter do after he runs out of money and wants more?

Paying terrorists is never a good thing. Whether he is acting alone or on behalf of an organized body, his attacks are meant to strike terror into the minds of those around Washington DC.
