I think roadblocks, surveillance, etc., are likely to be ineffective because there is too much ground to cover and there are too many places where you can find cover, get off a shot, and be miles away - or just mingling among the crowd - before police arrive on the scene. I think the case will only be broken if police get a good tip from someone who knows the killer and becomes suspicious, allowing police to monitor his actions BEFORE an attempted shooting, rather than trying to catch up with him AFTER a shooting.

Yes, I think that's right. It's going to take a concerned active citizen to help the authorities. That's the most likely way he'll/they'll be caught or whatever....
