Precisely! Bush said that certain aspects of this war on terror will be fought covertly - we will not know of the success. The anthrax investigators look incompetent and the case is not closed, but the letters stopped. I wouldn't be surprised to see the same thing happen with the snipers.

What we do see regarding the anthrax is the mass training of medical people, the stockpiling of Cipro, Iraq acting like a caged animal right after, the personal warning visit to the Iraq embassy, the Iraq funding of other terrorism in Palestine ("watch the birdie" redirect) and so on. All of this smacks of covert operations to me. But that's just my two cents...
