This part of Maryland is not "comfortable" with firearms. They would rather be hunted down while pumping thier gas than "allow" each other the ability to defend themselves.

The real problem is that this guy is able to enter and exit an area with a firearm without being seen, and firearms are currently an oddity in this area. If you had people walking around with rifles, the police would just be chasing false alarms related to the public hunting the sniper.

They need to allow CCW and have citizen patrols. It would be messy if they found him, but it would show that we are willing to put our foot down.

I beleive the reason they cant see anyone with a rifle is because this guy is using a breakdown rifle either one with a folding stock or a 3 part breifcase rifle all he would need is a backpack or a paper sack either one would work equally as well

What we need is trained personel in camo to fit the scenery and with night vision placed all over And i mean ALL OVER THE PLACE all woods and vacant buildings i think it would prove to be more usful than this cat and mouse game their playing with this murderer
