Read on another post that instead of calling for a roadblock 15 minutes after the shooting the police should contact all radio stations and tell everyone to pull over to the side of the road instantly. Tell people not to leave their houses for work, etc.
Course the killer will do the same, but it would give the police a chance to setup a roadblock that might actually do some good.

You might be onto something here! Everything -stops- after a shooting. People in their homes and cars use their phones to report any movement. LOE's persue the "movers" in real time and check for weapon possesion on the movers. People in their cars and homes are able to use their own firearms for their personal defense.
This gives time to set-up proper checkpoints and filter vehicles leaving the shooting area.
May create the mother of all traffic jams, but can it be any worse than it is already? At least this new plan might offer a chance of success and use the average person as an asset and help raise morale by letting people become part of the solution.
