I've thought that too, but I dont think so. I think that if LE felt there were more than one then they would already be trying to play them against each other in the media. The idea being, trying to get the subordinate individual convenced that the dominant one was going to turn on him and maybe even turn him in and that he had better contact LE before he does so he's not the fall guy.
