I read that entire piece -- it was intended to be satirical.
On another note, I would suggest that anyone who is concerned about how future incidents like this could "destory our country as we know it" should do some research and see what Admiral Yamamoto once said to his superiors when they began to discuss the attack on Pearl Harbor.

It seems to me that people would start reacting to the sniper the way they reacted to Richard Reid on the airplane. everyone should tune in to where the shot came from, and head that way. The people closest to the victim should aid the victim, everyone else should aid in exposing the sniper. Yes, some more people migh get hurt, but isn't that what's happening now? If I saw someone do this (as the one guy misled police by saying they did) I would not hesitate to ram his vehicle with my own, regardless of the consequences.

It is not a rifle, it is a handgun. The barrel opens up like an old reak-open shotgun, and can be completely removed (the handgrip and trigger assembly from the barrel) for cleaning. The whole thing, assembled, is about the size of a long revolver, the length determined by the total barrel length, which can be 10" out to 20". The scope mounts to the barrel, so the whole package doesn't get any longer, just taller (imaging a pistol with a scope on it). Folding bipod legs can be mounted to the barrel, again, only affecting width not length.
Good point about the sight settings; I know shooters who are nit-picky about handling, insisting that the slightest vibration causes misalignment, and I know some who break theirs down and throw it in the case. Both types shoot far better than I can (which isn't saying much). It is possible to use a laser boresighter (a small inexpensive devise) to align the scope without firing. If the ammunition is consistent, the initial settings sould also be.

Thanks for your reply. From what I understand then, even if the weapon is folded, it wouldn't be a problem anyway with a laser boresighter. How long would it take to adjust it? A few seconds?

True, but I bet there's a LOT more "law breakers" in MD and DC now days!

The scope is attached rigidly to the parts that are rigidly attached to the barrel. Folding the action, disassembling it will not change the zero enough to matter in shootings like these.
Heck, there are even some very precisely manufactured scope mounts that allow you remove the scope and have it return close enough to zero that you need not re-zero it on a rest.
