His resume reveals that he strongly favors good racial profiling (profile everybody) in order to defeat bad racial profiling. The Montgomery County chapter of the NAACP loved Mr. Moose. Moose was hired largely to help defuse the NAACP's accusations (not proof, but accusations only) of racial bias by the Montgomery County police.

I think that it could be deeper than we think, or the most simple. Newsies have stated that the mysterious note "hinted" at a ransom. Well, is it money or not??? What, besides money, does the US have that a terrorist would want? What is an uncle or cousin of a Gitmo prisoner wants his kin back. What if it IS a terrorist that is sending a message to the WH not to attack Iraq. As if to say "You will never be safe!". I think that it is likely that there is a terrorist angle of some sort, Ari Fleischer weighed in way, way to quickly on the issue. I don't know that I would relate it to AQ, but, it is somewhat telling that there havn't been any other AQ saber-rattling towards the US. Of course, even if they KNEW that it was terrorism, they couldn't admit it. The hue and cry against muslims would be deafening. Now THAT would be politically incorrect in a big way. It would provide AQ with a huge Psyops weapon (Americans hate the peacceful muslims etc.) The shooter demonstrates a depth of training in the tradecraft of sniping. Although I am unconvinced that it is AQ, I do think that it is more than a lone madman. AQ methodology would have a:
1. shooter,
2. observer,
3.escape element,
4. security element.
This shooter/team demonstrates a large amount of pre-planning. Recons and escape route planning is carefully. A nutcase could not have put it all together. This guy seems to make few mistakes. I fear that this won't be over until several more people are killed. When it is resolved, it will be by accident. The shooter/team seems to clearly understand US LEO investigatory process and procedure, and, is using that to confuse and disrupt.

I doubt that the cell in Portland has anything to do with this sniper. Although, one of the members of the Portland cell did work as an intern in the Mayors' office (actually for 2 different Mayors: Bud Clark and Vera Katz) at the same time that Moose was with the Portland City Police.

Just wondering....perhaps the sniper picked a victim this time that can be easily identified due to his job?

Note that the identity of the last victim has not been released and the families horror can not be broadcast through the media as in the case of the child as well.

How would killing someone 45 minutes before a Muslim prayer time make the targets less likely to be Muslims?

Not my point. My apologies for the confusion. My primary point is that few if any of the killings appear to be at the same time or close to the same time Muslims are supposed to be praying. If the shooter or shooter is following his/their prayer schedule they would not shoot at prayer time. But before or after.

If it's someone that is living within the Muslim community they are likely to know locations that Muslims do not make a habit of going to. Or, they are calculating that the person they are shooting is not Muslim for some reason. Or, maybe, they don't care and they just have not shot a Muslim yet. Since it's "Allah's will".

I have other notions as to his occupation, marrital status, and psyche but as I said this is an unqualified opinion and I don't want to muddy the water too badly.

Good post. Regardless of whether or not this is terrorist-related, it should be pointed out that even the most meticulously-planned attacks can't take into account one thing -- the response of people not related to the attack or the "official" response.

In the case of the 9/11 hijackings, the one plane that didn't hit its target was apparently brought down because a few passengers stormed the cockpit. This was something that the hijackers clearly did not expect.

When this character or characters is eventually caught, it will likely involve the actions of someone who wasn't expected to be on the scene (an armed shopper, for example) on the escape route (a broken-down car that is blocking traffic), or in the vicinity of a future shooting site while the perp is scoping it out (a guy walking his dog in the woods).

My advice is to forget about the police, forget about the media, and forget about anything else you've seen or heard. The less predictable people are, the more difficult it will be for these attacks to continue without a major break.
