You just don't go out at 5:30am looking for targets.In a locale like Washington, or for that matter almost any large metro area, morning rush hour starts around 5A. If you go out at 5:30 in the morning, you're bound to find commuters on the roads, people waiting at bus and train stops, going to filling stations, coffee shops, bakeries and what have you.
Don't read anything extra into the time, other than continuing to establish that he looks when he can find a target-rich environment.

Got that right about commute, 6:00 a.m. is already packed in D.C. area traffic.

Good points. Rush hour where I'm at doesn't begin until 7am. Gotta keep in mind that DC is way different.

And if your intent is to disrupt rush-hour and by extension commerce in the area then 5:30 AM is a perfect time to do a shooting with the types of road blocks they are setting up. I saw on Fox this morning that they are asking commuters to delay their morning trip.

True, but right across from a cemetery early in the morning (or probably most other times!) is not a promising location. That's why I think he had checked it out earlier.
