I already believe that the FBI or someone else is in charge. Moose is not in charge. If you remember Moose's response on yesterday to the perp regarding the inaudible message. The perp was not talking to Moose, but to someone else.
Moose stated that "the person" the shooter talked to could not understand... I think a little "relationship" has developed and Moose does not want the press to know this. I don't think they would have your run-of-the-mill dispatcher taking this call. When it came in I'm sure the dispatcher had been told where to direct it the call.
