Question-
How much snow does this area get during the winter, and when does it usually start falling? If the shooter is getting into forested areas by foot, the snow will cause serious problems for him. Tracking is what I am thinking about.

I'm thinking about folks that own these buildings do something like spraying "something" with an odor in the rear of their buildings that would be picked up by the shooter...but I don't know what?? and if it would be useful.

How about something like chalk dust?? Something he wouldn't see when he came out. We're going to need more than the gun (assuming he hides it or passes it off after every shot)as evidence unless we catch him in the act. At least if he's picking something up, it might keep him from ducking into a restaurant or something.
