If they are trying to extort the release of some prisoners, is there some reason why they wouldn't be phoning the police?

Well, the police don't have prisoners, unless you're talking about a county jail.

If it's a prisoner they want released, it seems to me that they would a) be calling the Feds, not the police. And b) it wouldn't be the perps who would make the call; the call wouuld come from somewhere outside the US, from the sponsers of the snipers.
