The location is relevant, the target is random.
I've thought the same thing. I even wondered if his accuracy could be attributed to his picking out a spot such as under a particular lightpost. Whoever parks their car in that space is the target.
This would give a shooter a tremendous advantage. He could have paced off/measured the distance and sighted his weapon accordingly. He doesn't have to hit a moving target as much as aim at a spot and wait for a body to fill it.
