The shooting of just one at a time is a brag. He could just as easy get 3 or 4 in 30 seconds, most of the time. This guy can escallate the death toll anytime he wants. That's the blackmail part of this.

You're right. He can hit a lot more than this at one go. But as some have said, then he runs the risk of calling attention to his location. With only one shot, and then quietly departing while everyone is looking at the victim, he draws no attention to himself.

If he shoots more than once, it's much more likely that people can pinpoint him.

And the hoot is 3/4 of the people who've discussed it say Linda Franklin was an absolute and utter coincidence.

I suspect it's a response to Ari Fleischer's comment about a single bullet killing Saddam. Fleischer made that comment Oct. 1. The killing spree in Silver Spring started Oct. 2.
