IMHO "call me back at the number on the note" is a type of code that only the sniper would understand. It is not meant literally.

The terrorist calls at the number specified and then lets Moose et al. know of a particular suitcase sitting and just waiting to go off...... (yikes!!!) As you can tell, I don't think this is a home grown person, if so, it's another Taliban John.
