If you start giving in to that sort of thing, where will it end? It's like with a blackmailer. You have to resist the first demand, because there's no way to guarantee where it will stop.

I don't think they are threatening the WMDs just yet. Otherwise, we wouldn't be shutting down traffic. I suspect that our shutting down the roads has as much to do with limiting the shooter's movement and the number of people the shooter can shoot in one day/night as it has to do with any hope of actually catching him.

The cops would have to weigh the risk of herding thousands of citizens together as a target for WMDs vs. the risks of letting the shooter travel unimpeded.
