Fox is saying the authorities are asking them to not try and understand the message. They just want them to play it repeatedly. Also, the Tarot message also asked that they NOT release info about the Tarot card to the media. That explains why Moose was so upset about the Tarot card.

I think it's much more likely that the moose has a screw loose and just screwed it up.
