And if all the resources are focused on the interstates, then the shooter can easily walk away from the scene. Once they determine the distance and angle, can't they run some sort of test looking for discharge powder to locate the actual spot where the sniper was?

Me too! And ... rintense, I think your idea of the van being a ruse is a good one.
Earlier, someone said there were always motels (not that uncommon) by the offramps where the shootings took place. Driving there would have been relatively easy, while the cops are busy running up and down the freeway. How about the shooter sitting in the motel watching the whole circus on TV - to get his jollies.
