And if all the resources are focused on the interstates, then the shooter can easily walk away from the scene. Once they determine the distance and angle, can't they run some sort of test looking for discharge powder to locate the actual spot where the sniper was?

The shooter is not making a bee line for I-95. I'm sure they watch the news.

Good one rentense, I have been wondering this for a long time. We have litterly NOT been given the angle of shots on most of these shootings.
It seems to me that grassy knolws and parking lots are the main source.
