Imagine how much MORE difficult to find 1,000 terrorist snipers who only shoot one person, one time, and go back to their lives?

Yeah, moderate Muslims - don't seem to be too many of those left. Your analogy of 1,000 terrorist snipers isn't outside the realm of possibility. The first guy the feds called after 9/11 was Steven Emerson, who wrote Jihad in America, and his book says there are more terrorist sleeper cells here than anywhere else in the world. They've taken advantage of our own laws to congregate and fund raise and plan ways to destroy us. Emerson would call the FBI during the '90 and they were told there was nothing they could do. Clinton/Reno had them focusing on Microsoft, CD piracy and white supremists.

Actually, it is far easier for one man to plan, strike, and hide.

A group of men who conspire to carry out a scheme are far more vulnerable to being found out and foiled in their attempt. The FBI had good enough intelligence to stop the 9/11 crew but failed. They apparently have no intelligence about this shooter. But we'll see.
