My friend figured out how much of an area you would have to cover to stop this guy figuring he is leaving in a car/van at 70 miles and hour and also figuring he is going in any of these directions - N,S,E or W. The LE would have to stop traffic with roadblocks in about a 154 mile radius in order to catch this guy and that would be as soon as this guy leaves. That's why they will never catch him on the highway. They need witnesses who saw him up close or someone who saw his license plate or maybe someone who thinks they know who this person/persons is.

Of course, that assumes he isn't ducking into a pre-determined hidey hole nearby and just waiting until the LEOs have cleared out or changing vehicles.
