I was simply relaying an idea I heard on the radio. I think it's a good one, BTW.

The point is to have people (police, volunteers, armed citizens) in place BEFORE the shootings occur, as opposed to a mad rush to get there after the fact.

It's being changed as we speak. The Constitution is what the Legislature/Judiciary of the day determine it to be and the Founders are merely on the periphery.
