Use the Nat'l Emergency Broadcast System (you know that radio thingy that gets tested periodically) to get the word out immediately that another sniper attack has occurred. Ask all drivers to be on the look out for whatever.

Good suggestion. I'd add that all drivers should pull to a stop and line their cars up accross the road until either an all clear is given or 30 minutes are up.
